      The reason is mainly historical. Buildings constructed in the 1960s, 1970s, and 1980s<\/strong> in the city center were built during a time when parking was not a priority<\/strong>. As a result, emphasis was placed on building shops and ground-floor apartments, most of which cannot now be converted into parking spaces.<\/strong> <\/p>\n
