This is a development that most real estate professionals had been expecting, as the market appears to be moving from a period of rapid growth into one of greater maturity.

According to recent data, the average increase in residential property prices during the first quarter stood at 5.7%, compared with 8.3% during the same period of the previous year. The completion of the “My Home 2” program, the slowdown in foreign investment, and broader economic uncertainty appear to be limiting the market’s momentum.

The Construction Sector Faces New Challenges

At the same time, continued increases in construction costs and building materials are putting pressure on developers. Many companies are choosing to reduce their profit margins in order to avoid further increases in the prices of new homes.

Meanwhile, high mortgage interest rates are making it more difficult for both buyers and investors, creating an environment of higher financing costs and limited liquidity.

The question is a reasonable one: Is the Greek real estate market heading toward a collapse, or is it simply stabilizing?

What Does “Collapse” Really Mean in the Real Estate Market?

The term real estate market collapse is used when there is a sharp and prolonged decline in prices, usually exceeding 20% within a relatively short period.

Greece experienced such a phenomenon between 2008 and 2017, when residential property prices fell by approximately 42.5% overall as a result of the deep economic crisis.

Today’s situation, however, is significantly different. The market is showing no clear signs of collapse, but rather clear signs of a slowdown.

The Latest Data on the Greek Real Estate Market

The most recent data indicate that the market is still moving upward, but at more moderate rates.

Slowing Residential Property Prices

Average residential property prices increased by 6.2% in 2025, compared with 8.6% in 2024. Prices are still rising, but the intensity of the previous period has diminished.

Decline in Transactions

Transactions nationwide fell by approximately 15%, while in Athens the decline reached 18% during the first quarter.

Fewer New Developments

Construction activity declined by approximately 27%, a development that could further constrain the supply of new homes in the coming years.

Different Speeds Across Regions

The market is not evolving at the same pace across the country.

Athens recorded a price increase of approximately 5.5%.

Thessaloniki performed significantly better, at around 10%.

These differences confirm that each local market is increasingly following its own trajectory.

Is There a Property Bubble in the Greek Real Estate Market?

According to assessments by the European Commission, Greek property prices are approximately 20% higher than underlying economic fundamentals, such as incomes and rental yields.

This suggests a degree of overvaluation, but not an uncontrolled property bubble like the one that preceded the 2008 crisis.

Today:

banks apply stricter lending criteria,

new construction remains limited,

speculation is significantly lower

These factors act as a “brake” against a potential scenario of a sharp market correction.

The Main Factors Affecting the Market

1. High Mortgage Interest Rates

Mortgage rates are currently around 3.6% to 4%, significantly limiting households’ ability to purchase property.

At the same time, inflation continues to put pressure on households’ real incomes.

The result is clear:

fewer buyers,

longer selling periods,

increased pressure on asking prices.

2. Decline in Foreign Investment

Foreign real estate investment has declined significantly, while changes to the Golden Visa program, including the increase in the minimum investment threshold in many areas, have led to a substantial decline in related property transactions.

At the same time, new restrictions on short-term rentals have reduced the interest of some foreign investors.

3. Limited Supply of New Homes

The significant decline in construction activity is currently supporting property prices.

However, if demand increases again in the coming years, limited supply could lead to renewed upward pressure on property values.

4. Economic Slowdown

Slower economic growth, subdued consumer confidence, and business uncertainty are limiting the momentum of the residential property market.

New Government Measures

The regulatory framework is constantly evolving and has a direct impact on the market.

Some of the most significant changes include:

stricter rules for short-term rentals,

increased tax and enforcement measures,

energy-efficiency and renovation programs,

incentives for the redevelopment and use of older buildings.

These measures aim to promote more balanced and sustainable growth in the real estate market.

Conclusion: A Correction, Not a Collapse

The data available so far point to a clear conclusion:

The Greek real estate market does not appear to be heading toward another major crisis. Instead, it is entering a period of slower growth, in which price increases are moderating and the market is searching for a new equilibrium.

Investors, buyers, and sellers must now closely monitor:

interest rate trends,

new construction,

foreign investment,

government policies,

and, above all, the characteristics of each local market.

Because Greek real estate is no longer moving as one unified market. Some areas continue to experience strong growth, while others are showing signs of stabilization.

The right strategy is neither panic nor excessive optimism. It is informed decision-making based on reliable data.

In the real estate market, knowledge remains the most valuable investment.

The Greek Real Estate Market Is Changing Pace After several years of strong growth, the Greek real estate market is entering a new phase.
